Hiring grantees must plan to retain the additional federally funded positions at the conclusion of the hiring grant-funding period. The federally funded position must be over and above locally funded officer positions that would have existed regardless of the grant. MORE grantees must plan to retain the federally funded technology/equipment and/or civilian positions and the resulting sworn officer redeployment once the required level of redeployment has been met. Retention planning must demonstrate that a sincere and legitimate attempt was made by the law enforcement agency and by the governing body to secure and provide local funding to employ the additional federally-funded officer positions, technology, equipment or civilians (and corresponding sworn officer redeployment) at the conclusion of the grant funding period. A retention plan must be co-signed by the Law Enforcement Executive and Government Executive and include: grant(s) encompassed in the retention plan, number of positions to be retained and the proposed source of funding. Supporting documentation may include budget projections demonstrating these planning efforts.
Once the grant funding period has ended, grantees are expected to retain the federally-funded officer positions, civilian positions, technology/equipment and resulting redeployment for one full local budget cycle through state or local funding. Hiring grants are funded for 36 months for each officer position. The retention period for each officer position starts at the end of the 36-month funding period, and once the new local budget cycle has begun. The retention period for MORE grants starts at the end of the 12 month period of full redeployment.
If a grantee has other active hiring grants when it enters the retention period for one hiring grant, the additional retained officer positions increase the grantee's locally funded baseline of sworn officer positions for the active hiring grants. Similarly, if a grantee has other active grants for civilian positions when it enters the retention period for a MORE grant, the additional retained civilian positions increase the grantee's locally funded baseline of civilian positions for the active grants.
