COPS HAS RESPONDED WITH MORE THAN $1.3 BILLION IN GRANTS TO ADDRESS THIS NEED. Law enforcement agencies consistently cite technology as one of their most critical needs. In this modern era of policing, using technology to establish more efficient practices gives officers and deputies more time to patrol the communities they serve. Many law enforcement agencies, however, do not have the financial resources they need to purchase new technologies. The Office of Community Oriented Policing Services (COPS) recognized the technological challenges confronting America’s law enforcement community, and responded with the Making Officer Redeployment Effective (MORE) program. Returning Police to Communities The MORE program increased the time available to law enforcement professionals for community policing activities by funding technology that enabled a department to operate more efficiently. COPS MORE grants helped more than 4,500 law enforcement agencies acquire and implement technology to support efficient community policing operations. These grants totaled more than $1.3 billion, and funded crime fighting technologies that helped redeploy the equivalent of more than 42,000 full-time law enforcement professionals into community policing activities. MORE program grants covered up to 75 percent of the total cost of certain technologies over a one-year period. Agencies that received grants were required to provide a minimum funding match of 25 percent. Using Technology to Advance Community Policing In addition to redeploying officers and deputies into community policing activities, the MORE program significantly increased the ability of officers across the country to solve community problems. For example, in-car computers procured by some grantees enabled officers to analyze and research local crime and disorder problems while on patrol, improving their ability to quickly and effectively address community issues. The MORE program provided funding for the following categories of technology: • Mobile Computing • Personal Computers • Computer-Aided Dispatch • Records Management Systems • Crime Analysis Hardware/Software • Automated Booking • Automated Fingerprint Identification Systems • Video Arraignment. Making a Difference Through MORE Contact COPS The MORE program not only allowed officers to work more efficiently, but also more effectively. MORE-funded technology has enabled many agencies to become more proactive in their community policing efforts. MORE grants provided the technology that supports such tasks as analyzing real-time crime data, analyzing incident reports to anticipate trends in crime, and mapping crime “hot spots.” Technology is helping to expand the way the law enforcement community thinks about and practices community policing.
