Grantees should request an extension if, for example, equipment/technology has not been purchased by the end of the one-year grant period and additional time is needed to draw down on funds. Extensions for COPS MORE '95, MORE '96, and MORE '98 If you request an extension that will extend the life of a grant for over four years from the original project start date, you must submit a detailed explanation for the request. This should include: • The new end-date requested. • Why additional time is needed, such as a description of project delays or setbacks. • Any parts of the project already implemented: Has any equipment been purchased? Have any civilians been hired at any point throughout the grant? • If you are requesting an extension on civilian personnel, please provide dates of hire, attrition, and termination. • An implementation timeline that must include significant milestones of the project, such as strategic planning for the project, developing an RFP, competitive bidding, selection of the vendor, procurement of equipment, installation of equipment, testing of technology, training of personnel, declaration of fully operational status, and implementation of a redeployment tracking plan. Please provide the dates when milestones were achieved and reasonably project when future achievements are likely to occur. Status of MORE '95, '96, and '98 Renewals and Extensions • MORE 95, MORE 96, and MORE 98 grantees are no longer eligible to receive renewals. They may, however, request an extension on their grant by providing additional information to their Grant Program Specialist. • All extension requests should be submitted in writing to a Grant Program Specialist. Frequently Asked Questions: Q If agencies have not drawn down all of their MORE funds, is it possible to get an extension? A Yes. COPS sends Extension Request Worksheets to grantees as they approach the grant’s original expiration date. If additional time is still needed, agencies should submit a written request to their Grant Program Specialists. Q If an agency has grants awarded under more than one MORE program – MORE 96 and MORE 98, for example – does it need extensions or renewal requests for each? A Yes. Agencies must submit a separate request for each grant program. Each program is considered a one-year grant and is assigned a different grant number. In order to receive all funding for civilians, a renewal needs to be submitted for each grant. If one of the grants covers only equipment/technology and you need additional time, submit only an extension request. Q If an agency requested and received an extension of an equipment grant, and has since determined that it needs additional time, may it request a second extension? A Yes. Once agencies determine when their projects will end, they should submit letters detailing the status of the projects and identifying the new grant end-dates.
