Welcome to the COPS Hiring Recovery Program (CHRP) Application
Helpful Hints
Before starting the CHRP application, we recommend all applicants review the information below. If there are any additional questions, please contact the COPS Office Response Center at 800.421.6770 or click here to email COPS.
- Submission through www.cops.usdoj.gov is required; however, you may download a PDF version to work with offline, and then log in to the CHRP application and complete your information.
- Please make sure that cookies and JavaScript are enabled on your computer
– this must be completed prior to starting the application.
- If your CHRP application remains inactive for more than 20 minutes, the system will cancel the session and the agency will be forced to re-log into the system, before continuing the application.
- The application data fields indicate the data type and format required. This is indicated in the question or after data is entered incorrectly. We recommend saving every completed page. When you complete a page select save and you will be able to return to the application at that point.
- All date fields on the application are formatted as: mm/dd/yyyy.
- All zip code fields on the application are 5 numbers.
- The CHRP webpage will display the following types of status:

- When contacting the COPS Office Response Center regarding your application, please have your agency ORI available.
- If an agency is deemed ineligible at any point during the application process and you believe this to be incorrect, please contact the COPS Office Response Center at 800.421.6770 or click here to email COPS.
- Clicking the "Next" button during the application process will automatically save your application at its present state. However, your application will not be submitted until you select "submit application."
- After clicking the "Submit Application" button, the application will be saved and the agency will not be able to return to the application to make edits or revisions. The agency will, however, be able to view a PDF of the completed application, save the application and/or print the application.
- Sections may be disabled until the agency completes a prior required field.
- Some disabled areas will not require an answer from the agency.
- Certain sectional areas within the application will be pre-populated for your convenience. Some of these responses cannot be edited.
- For required numerical fields if an agency has no data to report, please enter "0" (zero).
- To immediately be advised of which data fields are required on each page of the application, click the "Next" button at the bottom of each page - all required fields will be marked as "Required".
